1. At our discussion on the 15th

December, arranged as a result of our

official letter to you of the 30th

November, about small craft in use by

the Hong Kong Government, you explained

the position regarding the Admiralty

and War Office craft as known to you

and it was agreed that the next step

was to put your information about these

craft to Hong Kong and ask for their

comments I enclose a draft savingram

which we would propose to send to Hong

Kong and should be glad to know whether

you have any comments on it.

2. In the course of our discussion

it appeared that none of us was

entirely clear as to how any of these

craft (including also the Ministry of Transport craft) reached the Hong Kong

Government. In particular is it

possible to say whether:-

(a) they were craft ordered for,

and belonging to, the "Military Administration" (1.e. the Civil Affairs side, not the combatant side of the

liberating forces) which were

handed
